This means they have to start with a 28-pt build. They don't have +1 or +2 tomes to use, no fancy weapons, and no uber armors. Just a simple 28-pt builds similar to the ones veterans of the game started with two years ago.
The stats may look too low but you have to remember that there are still no items and no tomes. So, you can still increase your abilities and other starts depending on the items you have. If you happen to get +6 Strength item and a +3 tome as you continue to play the game, you can have total of 33 Strength, which is not bad at all.
